MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 19 MAY 2015 AT 7.30PM

PART 1 – NON-CONFIDENTIAL ITEMS
053/15. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillors M Tudbury and D Orchard and PCSO K Pykett.
054/15. Variation of Order of Business – none.
055/15. Declaration of Members Interests – Cllr M Selwood declared an interest in Minute 063/15) Planning Application ERE/0415/0022 as she is the applicant. Councillor Selwood remained in the meeting for this item but took no part in the discussions or voting.
056/15. Dispensations – the Clerk reported that dispensations had been requested by all Councillors in respect of budget and precepting matters and the Draycott Millennium Green Trust. Dispensations had been granted for the life of the Council.
057/15. Public Speaking –
PCSO Pykett had provided a written report detailing 2 crimes in the parish since the last meeting.
Cllr Parkinson had provided a written report on DCC matters. He congratulated the Parish and Borough Councillors on their election to their respective Councils.
Cllr Clare reported that following the elections the Conservative party had a majority of 13 Councillors on Erewash Borough Council.
Cllr Rogerson reported on his attendance at a Scout Executive meeting.
058/15.Minutes – RESOLVED to confirm as a correct record the Minutes of the meeting held on the 14 April 2015.
059/15 To determine which items if any from Part 1 of the Agenda should be taken with
the public excluded. – No items were deemed confidential.
060/15 Chairman’s Announcements – the Chairman welcomed everyone to the first meeting of the new civic year. She read our thank you letters from Mrs Wilson (retirement from Treetops Hospice shop) and Mr and Mrs Cheshire (Diamond Wedding Anniversary) who she had visited to present flower arrangements.
061/15. Report of the Parish Clerk –
a) General Power of Competence – RESOLVED to re-confirm that Draycott Parish Council still meets the criteria required to operate the General Power of Competence.
b) DALC – Training sessions –. the attendance at the Cllr Induction course (5 Cllrs plus Clerk) and Code of Conduct course (8 Cllrs plus Clerk) was RESOLVED.
c) DCC – Parish/Town Council Liaison meeting – RESOLVED that Cllrs Clare and Price attend.
d) Relocation of War Memorial – suggestion from resident – advice from the War Memorials Trust was considered. RESOLVED that the War Memorial should not be relocated.
e) Brass Band concert – 28 June 2015 – 2.30pm at the Leisure Green – if wet in the Community Centre. – RESOLVED to note arrangements and that Cllrs Clare, Rogerson, Dundas, Withey and Wilson would take responsibility for arrangements on the day
f) St Chad’s Water LNR – Action morning – 14 June 2015 – 10am-1pm – RESOLVED to note the arrangements.
g) Enhancement of the Parish Council’s Open Spaces – RESOLVED that the relevant committees should meet as soon as possible to discuss necessary works required on the Council’s Open Spaces and provide the Clerk with the necessary information by the 12 June 2015.
h) Risk Management plan – treatment of ‘sharps’ found on the Council’s Open Spaces – RESOLVED to approved the addition to the Risk Management plan
i) CPRE – Derbyshire Branch AGM – 6 June 2015 – RESOLVED no attendance.

b) Accounts for the year ended 31 March 2015, Annual Return and Internal Auditors Report – RESOLVED to approve the documents. The Accounts and Annual Return were signed by the Chairman and Responsible Financial Officer and the report of the Internal Auditor was noted.
c) Appointment of Internal Auditor 2015/6 – RESOLVE to appoint Mr B Woodcock as Internal Auditor for 2015/16.
d) Chairman’s Allowance – RESOLVED the sum of £300 be approved for 2015/16.
e) Bank Signatories – RESOLVED i) that all Councillors plus Clerk be the authorised signatories for the Council’s bank accounts. ii) removals from the mandate – Elaine Wright and Christopher Wheatley as they are no longer Councillors, Jeffrey Clare and Lewis Blackburn as they passed away during the life of the last Council.
063/15 Planning – RESOLVED – no objections to the following application;

RESOLVED to note – Approvals – ERE/0315/0015 – 2 The Boathouse, Wilne Road, ERE/0315/0044 – Hilltop Farm, Nottingham Road.
064/15 DALC Circulars – 10/2015 – 13/2015 – RESOLVED that the Parish Council did not wish to make any nominations for the DALC Executive.
