105/14. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillor M Tudbury.

107/14. Declaration of Members Interests – Cllrs Rogerson declared an interest in Minute 113/14f) as he is a member of the Scouting movement. He took no part in the discussions or voting on this item.

109/14. Public Speaking –

PCSO Pykett reported that there had been 6 crimes since the last meeting.

She also reported on the ‘Speedwatch’ event held on the 12 October and a forthcoming speedcheck. Concerns had been received about parking on the ‘double yellow lines’ outside the Family Shopper on Derby Road. PCSO Pykett had asked EBC ‘s parking enforcement team to attend when possible and she had spoken to the shop owner who had placed a notice in the shop asking shoppers to park on the Leisure Green car park. It was also agreed that the Clerk should write to EBC.

Cllr Parkinson reported on DCC matters.

Cllrs Orchard and Clare reported on EBC matters.

Cllr Rogerson reported that he and the Clerk had attended a DALC training event on Financial Regulations and a draft for the Parish Council would be presented to the next meeting.

110/14.Minutes – RESOLVED to confirm as a correct record the Minutes of the meeting held on the 9 September 2014.

111/14 To determine which items if any from Part 1 of the Agenda should be taken with

the public excluded. – No items were deemed confidential.

112/14 Chairman’s Announcements – the Chairman read a card from Mrs Poole thanking the Parish Council for its donation following the passing of Mrs M Jones. She also congratulated the Draycott Village Fund and its Draycott in Bloom section on its success in obtaining a silver gilt in the East Midlands in Bloom competition and the recent litter pick. It was agreed that the Clerk should write to the DVF passing on these congratulations.

113/14. Report of the Parish Clerk –

a) St Chad’s Water LNR – request from resident to plant a tree – RESOLVED to permit the application.

b) Standing Orders, Direct Debits/Standing Orders and Polices – RESOLVED i) that no amendments be made to the current policies ii) that a Protocol on the recording and filming of council and committee meetings policy and a retentions and disposal policy be approved. iii) that the direct debit and standing order payments be approved. iv) that the Parish Council approves the alterations to the standing orders to reflect the new policy (ii).

c) Remembrance Sunday Service – 9 November 2014 – RESOLVED that Cllr Selwood lay the wreath and Cllr Alexander lead the oration. Cllr Clare to co-ordinate a team of marshals.

d) Grounds Maintenance quotations 2015/16 – RESOLVED that Horizon Landscapes Ltd should provide the ground maintenance services for 2015/16 and Paul Guyll the play equipment inspections, litter picking and pavilion cleaning services.

e) CPRE – RESOLVED that the PC should continue its membership.

f) S Breakwell – request for funding – RESOLVED not to provide funding.

g) DCC – Town/Parish Snow Warden Scheme– RESOLVED that the PC should continue to provide information as part of the scheme.

h) Awards for All grant – RESOLVED to note that funding has been secured of £10,000 for a health and well-being project. The Clerk was thanked for her efforts.
