MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 14 MARCH 2017 AT 7.30PM

27/17. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillor A McCandless
28/17. Variation of Order of Business – none.
29/17. Declaration of Members Interests – Cllrs Orchard and Alexander declared an interest in Minute 35/17d) – Friends of St Chad’s flower festival as they are members of the committee. Councillor Alexander also declared an interest in Minute 37/17 – Planning application ERE/0217/0026 – as he knows the applicant. Both Councillors took no part in the discussions or voting on these items.

31/17. Public Speaking –
Public session – Mrs Roberts raised concerns about the anti-social behaviour in the area around the Leisure Green and the problems she had encountered at her home. The meeting was informed of the information supplied by PCSO Pykett. The Chairman outlined plans to install cctv cameras at the Leisure Green shortly and asked Mrs Roberts to continue to call the police if there are problems. She thanked Mrs Roberts for attending the meeting.
Derbyshire Constabulary – PCSO Pykett had provided a written report detailing 6 crimes Derbyshire County Council – Councillor Parkinson had provided a written report which had been circulated.
Erewash Borough Council – Councillor Clare reported on EBC matters
Councillor Clare – reported on her attendance at the Community Litter pick and thanked the DVF and EBC for organising it. She also reported on her attendance at the first meeting of the Derby and Sandiacre Canal Trust steering group.
32/17.Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 14 February 2017 and 14 March 2017.
33/17 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – none
34/17 Chairman’s Announcements. –
Casual vacancy – the Chairman reported that Mr Withey had resigned as a Parish Councillor due to ill health. The Clerk was asked to write to Mr Withey thanking him for his services as a Councillor. The vacancy had been advertised, but an election had not been called for. It was now being advertised as a casual vacancy with a closing date of the 13 April 2017.
Band concert – 9 July 2017 at 2.30pm – led by the Derwent Valley Wind Band
Remembrance Sunday – a temporary road closure order had been approved.
35/17. Report of the Parish Clerk –
a)Draycott Parish Council banking arrangements – RESOLVED i) to stay at the Co-operative Bank and open a further account so that the balance at the Co-operative Bank does not exceed £85,000 ii) that authority be given to the Chairman of Finance and Clerk/RFO to identify a suitable bank and make arrangements on behalf of the Parish Council.
b) Risk Management plan/assessments 2017 – RESOLVED to approve the documents.
c) Annual Parish Meeting – 4 April 2017 – 7pm – the arrangements for the meeting were RESOLVED.
d) Friends of St Chad’s – flower festival – RESOLVED to make a donation of £100 towards the costs of the flower festival.
e) Provision of cctv cameras – RESOLVED i) to permit CCTV to be used on Parish Council land ii) to make a contribution towards the maintenance costs of the equipment at the Leisure Green.
f) Draycott and Long Eaton Table Tennis Club – request to extend lease and install emergency parking markings on the car park – RESOLVED i) not to extend the lease ii) to permit the club to install emergency parking markings on the car aprk.
g) Derbyshire Children’s Holiday Centre – RESOLVED not to make a donation.
