MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 13 OCTOBER 2015 AT 7.30PM

104/15 Election of Chairman – in the absence of the Chairman and vice-Chairman it was RESOLVED that Councillor B Rogerson should chair the meeting.
105/15. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillors M Tudbury and V Clare and County Councillor R Parkinson.
106/15. Variation of Order of Business – none.
107/15. Declaration of Members Interests – none.
108/15. Dispensations – it was noted that dispensations had been requested and granted to all Councillors in respect of budget and precept making business and Draycott Millennium Green Trust business.
109/15. Public Speaking –
PCSO Pykett reported that there had been 6 crimes since the last meeting.
Derbyshire County Council – Cllr Parkinson had informed the Clerk that he had no matters to report. Cllr Withey reported that he had contacted Cllr Parkinson with concerns about the bridge works on Derby Road, Draycott. Cllr Parkinson had confirmed that he had passed the information to the relevant officer at DCC for investigation.
Erewash Borough Council – no report received.
Cllr Rogerson reported that he had attended the Scout Executive meeting.
Cllr Price reported that she had attended the Councillor Induction course and found it most rewarding.
Cllr Orchard reported that he had attended a Risley Educational Foundation meeting when 20 grants were approved (including 4 for Draycott residents).

113/15. Report of the Parish Clerk –
i)Local Council Awards Scheme application – RESOLVED
a) Draycott and Church Wilne Parish Council meet all the requirements for the Foundation and Quality Awards levels of the LCAS and also publish on its web-site the information required.
b) Draycott and Church Wilne Parish Council has the additional information required for the Foundation and Quality Awards levels of the LCAS.
c) to note that the web-site is to be reviewed with costs being met from the Local Council Award Scheme budget.
ii) Remembrance Sunday Service – 8 November 2015 – the arrangements for the service at the War Memorial were RESOLVED.
iii)Grounds Maintenance quotations 2016/17 – RESOLVED that Horizon Landscapes Ltd should provide the ground maintenance services for 2016/17 and Paul Guyll the play equipment inspections, litter picking and pavilion cleaning services.
iv)CPRE – RESOLVED that the Parish Council should continue its membership.
v) Budget making timetable for 2016/17 – RESOLVED that Finance Committee meetings be held on the 18 November and 16 December, with the budget and precept being agreed at the Parish Council meeting on the 12 January 2016.
vi) Play area improvements – RESOLVED to proceed with a project which will be submitted to the Draycott Millennium Green Trust in January 2016 and confirm that i) Councillors will carry out a survey and ii) the Parish Council will provide funding of £2500.
vii) DCC – Future of the Town/Parish Council Minor Maintenance Agreement – consultation – RESOLVED not to support the proposed changes and ask that the current system be retained.
viii) St Chad’s Water LNR – RESOLVED to note the work carried out to bins at the ‘Water’.
