MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 13 SEPTEMBER 2016 AT 7.30PM

093/16. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillors M Alexander, C Withey, R Parkinson
094/16. Variation of Order of Business – none.
095/16. Declaration of Members Interests – none.
096/16. Dispensations – It was noted that dispensations had been requested and granted to all Councillors in respect of Draycott Millennium Green Trust business.
097/16. Public Speaking –
Derbyshire Constabulary – PCSO Pykett had provided a written report detailing 11 crimes since the last meeting.
Erewash Borough Council – Cllr Clare reported on EBC activities.
Derby and Sandiacre Canal Society – C Madge reported on plans for the ‘Golden mile’ part of the project. It was agreed that an open meeting be arranged to discuss the plans in more detail. Chris and Eddie were thanked for their attendance.
098/16.Minutes – RESOLVED to confirm as a correct record the Minutes of the meeting held on the 12 July 2016.
099/16 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – No items were deemed confidential.
100/16 Chairman’s Announcements. – no applications have been received to fill the casual vacancy. The closing date has been extended to the 30 September 2016.
M Throup MP’s surgery in the Parish Rooms – 28/9 at 5pm.
Meeting with Leisure Green users – Thursday 6 October 2016 – Parish Rooms – 7.30pm
Congratulations to the DVF on the successful Scarecrow Festival and AM Sports Coaching on the excellent play scheme.
She reported that she would not be attending the DCC Parish and Town Liaison Forum.
101/16. Report of the Parish Clerk –
i) Play scheme – RESOLVED a) to note the report on the play scheme held over the school summer holidays and b) should funding not be provided from elsewhere – to meet the costs of a play scheme for summer 2017 (up to a maximum of £2000).
ii) Insurance Review – RESOLVED that the proposed sums insured are adequate.
iii) Remembrance Sunday Service -13 November 2016 – the arrangements for the service at the War Memorial were RESOLVED. Cllr Dundas was thanked for agreeing to co-ordinate the service on behalf of the Parish Council
iv) Christmas Illuminations for 2016 – RESOLVED;a) Christmas Tree Planter – that the report of Cllrs Fletcher, Wilson and Orchard be noted and a photograph of the inside of the planter be sent to Mr Evans for comment. These comments to be reported to the next meeting.
b) Christmas Tree – a set of lights be purchased from Leisurelites and tree ordered from Mr Christmas.
c) that the quotation from Leisurelites of £3315 is accepted (plus cost of £90 for barriers)
d) Councillors responsibilities for the project; i) liaising with contractors during erection of lights – Cllrs Wilson and Orchard, ii) inspections whilst lights are in place – Cllrs Dundas and Fletcher, iii) Co-ordination of switch-on – Cllrs Rogerson and Alexander.
e) that the project be funded from Concurrent Functions £2000 and the balance from the Christmas Illuminations one-off reserve and that a budget be set in the 2017/18 precept budget and for future years of £700 to meet costs that cannot be contained within the Concurrent Functions budget.
f) Clerk to ascertain from DVF when the switch-on is required.
v) Meeting with Draycott Village Fund – RESOLVED a) to note that the DVF have approved the revised communication arrangements for a trial period of 6 months.b) Draycott Millennium Green Trust – teenage area – cycle track – if required to fund a maximum of £6000 towards the costs of the installation of a cycle track on the Teenage area of the Draycott Millennium Green Trust.
vi) CPRE Membership – RESOLVED to continue membership.
vii) Draycott Senior Citizens Centre – RESOLVED to make a grant of £100 to the organisation.
viii) Leisure Green – MUGA – RESOLVED to note that the Parish Council has been approved an Awards for All grant of £9582 to resurface and remark the Multi use games area.
ix) Erewash Community Transport AGM – RESOLVED – no attendance.
