MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 11 NOVEMBER 2014 AT 7.30PM

118/14. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillor E Wright and PCSO Pykett.
119/14. Variation of Order of Business – none.
120/14. Declaration of Members Interests – it was noted that Councillor A Perkins has returned as a committee member of the Draycott Village Fund (see Minute 55/14) and will declare an interest when any items concerning the Fund are discussed. He therefore declared an interest in Minute 126/14e). He took no part in the discussions or voting on this item.

122/14. Public Speaking –
PCSO Pykett had sent a written report that there had been 4 crimes since the last meeting.
The ongoing concern about parking on the ‘double yellow lines’ outside the Family Shopper on Derby Road was discussed. The parking enforcement officers were making regular visits to the area but, as they have to allow a ‘period of grace’ before issuing any tickets, had not issued any penalty notices. It was agreed that the situation would be monitored. PCSO Pykett had provided information on the condition of 23 Harrington St which was noted.
Cllr Parkinson reported on DCC matters.
Cllrs Orchard and Clare reported on EBC matters.
Cllr Selwood reported on hers and the Clerks attendance at the Borough/Parish Forum.
Cllr Perkins reported on Draycott Village Fund matters.
123/14.Minutes – RESOLVED to confirm as a correct record the Minutes of the meeting held on the 14 October 2014.
124/14 To determine which items if any from Part 1 of the Agenda should be taken with
the public excluded. – No items were deemed confidential.
125/14 Chairman’s Announcements – the Chairman welcomed Cllr Tudbury back to the meetings and thanked all Councillors who had assisted at the Remembrance Sunday service.
126/14. Report of the Parish Clerk –
a) Financial Regulations – to RESOLVE to approve the draft Financial Regulations for Draycott Parish Council RECOMMENDED by the Chairman of Finance and RFO.
b) Remembrance Sunday service 2015 – RESOLVED that the arrangements for the service remain the same as in previous years.
c) Christmas Lights switch-on 2/12/14 – RESOLVED that Councillors Rogerson, Alexander and Tudbury should co-ordinate the switch-on.
d) Lifebelts at St Chad’s Water LNR – RESOLVED i) that the Parish Council discontinues providing lifebelts and instead signs be strategically placed around the water. ii) that 4 signs be purchased and the Open Spaces Committee be delegated authority to place in the locations they deem appropriate.
e) Draycott Village Fund (Draycott in Bloom) – RESOLVED to note and approve the actions and report of the Parish Clerk.
f) Quality Council Scheme – RESOLVED to keep the Council’s status at Foundation level, taking advantage of the 12 month ‘free period’ until December 2015.
g) EBC – Polling place review – RESOLVED to respond that the current facilities in the village are adequate.
h) Mrs Smee – parking in the Market Place – RESOLVED to ask Councillor Parkinson to pursue the suggestion of time restrictions on parking in the Market Place with DCC on behalf of Mrs Smee and the Parish Council.
i) EBC – Brass Band concert 2015 – RESOLVED i) the concert be held on the 28 June 2015 ii) the Scouts be asked to provide free refreshments (for a donation of £200) iii) D Sims be asked to provide a PA system.
