MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 10 OCTOBER 2017 AT 7.30PM

109/17. Dispensations – Dispensations had been requested and granted to all Councillors in respect of budget and precept making business.
110/17. Public Speaking –
Councillor Fletcher – commented on the success of Draycott in Bloom in the recent competitions and asked that the Parish Council will be supportive in their entry for Britain in Bloom next year.
Councillor Timberley – commented on a recent crime in Draycott. An update from PCSO Pykett was noted as was the success of the recent NHW meeting in the village. The value of the NHW group was acknowledged and it was agreed that it provided an excellent opportunity for residents to communicate with the police.
Derbyshire Constabulary – PCSO Pykett had provided a written report detailing 9 crimes and 3 ASB’s. It was noted that there had been an increase in vehicle related crimes throughout the area and special measures were being taken by the police to combat these crimes.
Derbyshire County Council – Cllr Parkinson had produced a written report. He also commented that Councillor Hickton was to meet representatives of DCC to discuss Sawley Road shortly.
Erewash Borough Council – Cllr Clare reported on Borough activities.
Councillor Timberley – reported on his attendance at the Erewash Community Transport AGM.
Councillor Scott – reported on his discussions with Network Rail about the fence between the railway and Draycott Cemetery.
Councillor Dundas – reported on her attendance at the NHW meeting. It noted that over 60 residents attended and Elaine Chapman is to receive police award following her good neighbour works on Mapleton Road.
Councillor Clare – reported on her attendance at the DCC/Town and Parish Council Liaison meeting.
111/17.Minutes – RESOLVED to confirm as a correct record the Minutes of the meeting held on the 12 September 2017.
112/17 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – none
113/17 Chairman’s Announcements. – Councillor Clare congratulated the Draycott in Bloom on its success in the East Midlands in Bloom and Erewash in Bloom competitions. It was agreed that the Clerk should pass on these congratulations to the DVF (D in B). The Chairman also reported that the play equipment was now in place on the DMGT play area and work on installing the cycle track on the Teenage area was due to start on the 17th October 2017.
114/17. Report of the Parish Clerk –
i)Standing Orders, Financial Regulations, Direct Debits/Standing Orders and Polices – RESOLVED i) no amendments were necessary to the current documents. ii) the Parish Council adopt the co-option policy iii) the existing standing order and direct debit payments are in order.
ii) Grounds Maintenance Quotations 2018/19 – RESOLVED the following contractors be appointed – Dirty Wellies and Fox Grounds Maintenance and Landscaping Ltd (subject to checks).
iii) DCC – Town/Parish Council Snow Warden Scheme – RESOLVED that the Parish Council should continue to provide information as part of the scheme.
iv) Budget making timetable for 2018/19 – the timetable was RESOLVED.
v) Holocaust Remembrance Day – 27/1/18 — RESOLVED not to commemorate the event.
vi) Remembrance Sunday Service arrangements – the arrangements detailed in the report were RESOLVED.
vii) DCC – A6005 – Speed Limit Traffic Regulation Order – RESOLVED no objections.
viii) EBC – The Mayor’s Award – the Parish Council nomination was RESOLVED.
