054/16. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of  Councillor A McCandless and PCSO K Pykett

055/16. Variation of Order of Business – it was agree that the Leisure Green – antisocial behaviour item be discussed as the first item of the Report of the Parish Clerk and that the Enforcement Order appeal received from EBC be discussed under Planning.

056/16. Declaration of Members Interests – none.

057/16. Dispensations – none.

058/16. Public Speaking – Mr Marvell attended on behalf of the Draycott and Church Wilne Historical Society to show Members a draft map of the village which will be produced by the society and available to purchase. Members agreed that this was an excellent idea and were supportive of the group’s project. Mr Marvell was thanked for bringing the map to the meeting.

Americana International – Mr and Mrs Jackson attended the meeting to provide details and answer questions on the proposed event . It was noted that the licensing application is to be considered by EBC at the end of May. The Chairman thanked them for attending the meeting.

Derbyshire Constabulary – PCSO Pykett had provided a written report detailing 5 crimes since the last meeting.

Derbyshire County Council – Cllr Parkinson had provided a written report.

Erewash Borough Council – Cllr Clare reported that she had nominated the DVF for a Borough ‘Mayors Award’ and was pleased to report that she had attended a recent event when the award was presented.

059/16.Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 12 April 2016 and 10 May 2016.

060/16 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – No items were deemed confidential.

061/16 Chairman’s Announcements. – none.

062/16. Report of the Parish Clerk –

a)Leisure Green – anti-social behaviour – RESOLVED that, following the meeting with users groups/Police/EBC and a resident on the 5 May 2016, costs be obtained for works to the Teen Shelter, trees and floodlights for consideration at the next Parish Council meeting.

b) EBC- Rural Communities Grant Fund – RESOLVED that an application be made to the EBC Rural Communities Fund on behalf of the 1st Draycott and Wilne Scout Group.

c) St Chad’s Water LNR – Disabled access – RESOLVED that alterations to access and improvements to approaches be made at St Chad’s Water LNR at a cost of £1225.

d) Open spaces works – RESOLVED that these works be considered at the June meeting together with those identified in item 062/16 a).

e) Christmas Illuminations Working Group – the report from the Working Group was discussed. RESOLVED that the Clerk obtain a report on the condition of the planter from Michael Evans and Associates for consideration at the next meeting.

f)Planning Committee – Emergency planning – RESOLVED to approve the RECOMMENDATION from the Planning Committee that the Council does not produce a Community Resilience plan in respect of emergency planning.

g) Brass Band concert – 26 June 2016 – 2.30pm – Leisure Green – the arrangements for the event were RESOLVED.

h) Christmas Lights switch-on 2016 – the request from the Draycott Village Fund for the Parish Council to change the date of the Christmas Lights switch-on was considered. The Parish Council were still of the opinion that the switch-on should be on the first Tuesday of December as is tradition however, as the DVF had already publicised the date of the Dickensian Fair, it was considered that it would be to the detriment of village celebrations if the events were held on separate dates. It was RESOLVED that for this year only the Christmas light switch-on will be on the preceding  Tuesday  – 29 November. This will, however, be a ‘one-off’ and the switch- on for 2017 will be on Tuesday 5 December.

 b) Accounts for the year ended 31 March 2016, Annual Return and Internal Auditors Report – RESOLVED to approve the documents. The Accounts and Annual Return were signed by the Chairman and Responsible Financial Officer and the report of the Internal Auditor was noted. The Clerk/RFO was thanked for her work.

c) Appointment of Internal Auditor for 2016/17 – RESOLVED to appoint Mr B Woodcock as Internal Auditor for 2016/17.

d) Chairman’s Allowance – RESOLVED the sum of £300 be approved for 2016/17.

 064/16 Planning – RESOLVED to approve the RECOMMENDATION of the Planning Committee held on the 10 May 2016;
