MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 10 MARCH 2015 AT 7.30PM

027/15. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillor E Wright, County Councillor R Parkinson and PCSO K Pykett.

031/15. Public Speaking –
The Chairman welcomed everyone and informed those present that if they had attended to speak in respect of the Christmas Lights 2015 the item was already on the agenda for discussion and there would therefore be no response from the Parish Council during the open session. Following discussion of the item as part of the Report of the Parish Clerk a statement would be read out to the meeting and posted on the Parish Council web-site.
Mr Brazier attended the meeting in support of the application for funding for Draycott choir (see Minute 035/15a).
Mr Batchelor and Mr Aram attended the meeting to raise concerns about the decision made at the January meeting in respect of Christmas Illuminations for 2015 (see Minutes 009/15d and 035/15d).
Mr Ballinger attended the meeting in support of his application for funding for the Kenya challenge (see Minute 035/15a)
PCSO Pykett had provided a written report detailing 3 crimes in the parish since the last meeting.
Cllr Parkinson had provided a written report on DCC matters.
Cllrs Orchard and Clare reported on EBC matters.
Cllr Rogerson reported on his attendance at the last Scout Executive Meeting
Cllr Alexander reported on his and Cllrs Dundas, Rogerson and Orchard’s attendance at the Army Cadet Open Evening.
032/15.Minutes – RESOLVED to confirm as a correct record the Minutes of the meeting held on the 10 February 2015.
033/15 To determine which items if any from Part 1 of the Agenda should be taken with
the public excluded. – No items were deemed confidential.
034/15 Chairman’s Announcements – the Chairman welcomed the members of the public to the meeting.
035/15. Report of the Parish Clerk –
a)Requests from residents for financial assistance – i) Kenya Challenge – RESOLVED that a donation of £50 be made from the General Power of Competence budget. The Chairman also agreed to make a similar donation from her Chairman’s Allowance.ii) Draycott Choir – RESOLVED in principle that a donation of £50 be made from the General Power of Competence budget. Donation to be made when the choir has met and established a constitution and set up a bank account.
b) Risk Management plan/assessments 2015 – the documents were RESOLVED
c) Football teams – season 2015/16 – RESOLVED to note the report on football teams using the playing fields next season and works to be carried out to the goalmouth.
d) Christmas Lights 2015 – the response to the e-mails received from residents was RESOLVED
e) DCC – School crossing consultation – RESOLVED no response to the document.
f) DCC – Travel Discount Scheme consultation – RESOLVED no response to the document.
g) DCC – Flood risk Management Strategy consultation – RESOLVED no response to the document.
h) DALC SUBSCRIPTION 2015/16 – RESOLVED to continue the subscription to DALC at a fee of £730.72
