014/15. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of County Councillor R Parkinson.

Mr Bates spoke on behalf of the application concerning fish refuges at St Chad’s Water LNR (see Minute 022/15a)
PCSO Pykett reported that there had been 3 crimes since the last meeting. She also passed on comments from Inspector Daines concerning the potential closure of the Long Eaton Police Station.
Cllrs Orchard and Clare reported on EBC matters.
Cllr Perkins reported on DVF matters
Cllr Rogerson reported on his attendance at the last Scout Executive Meeting
Cllr Clare reported on her and the Clerk’s attendance at the Borough/Parish Forum (apologies sent by Cllr Selwood).
019/15.Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 13 and 20 January 2015.
020/15 To determine which items if any from Part 1 of the Agenda should be taken with
the public excluded. – No items were deemed confidential.
021/15 Chairman’s Announcements – none.
022/15. Report of the Parish Clerk –
a) Open Spaces Committee Meeting 20 January 2015 – RESOLVEDi) that the St Chad’s Water Fishing Club continue to carry out the following duties after April 2015 – Bin emptying and litter picking, carrying out Risk Assessment inspections, providing a bailiff service that meets the requirements of the Parish Council. ii) that the rent for the use of St Chad’s Water LNR by the St Chad’s Fishing Club be set at £300 pa from April 2015.
The Parish Council also considered a request made by Mr P Bates on behalf of the Fishing Club and RESOLVED;i) that the Fishing Club may apply for funding to install fish refuges at the Water ii) that fish refuges can be installed at the Water iii) that the Fishing Club may restock the Water subject to the Parish Council requiring sight of the necessary permissions from the Environment Agency prior to placing the fish in the Water.
b)1st Draycott and Wilne Scout Group – request to replace windows at the Community Centre – RESOLVED that the Parish Council agree to i) the request to install replacement windows ii) apply for planning permission on behalf of the group iii) meet the costs of the application (if necessary) up to a maximum of £250.

d) EBC – Concurrent functions 2015/16 – RESOLVED to note the latest information and should a concurrent functions grant of £39,099 be confirmed by EBC for 2015/16 the difference be ‘ring-fenced’ to offset the implications of any reduction in 2016/17.
e) Banking arrangements – RESOLVED to continue banking with the Co-operative Bank.
