091/15. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillors M Tudbury, J Price, A McCandless and PCSO K Pykett.

095/15. Public Speaking –
PCSO Pykett had sent a written report detailing 9 crimes since the last meeting.
Cllr Parkinson had provided a written report on DCC matters.
Cllr Clare reported on EBC matters.
096/15.Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 14 July and 8 September 2015.
097/15 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – No items were deemed confidential.
098/15 Chairman’s Announcements. – Councillor Clare reported that a resident had thanked the Council for the resurfacing works carried out on the Leisure Green MUGA. She also reported on the summer walks carried out as part of the Awards for All project.
099/15. Report of the Parish Clerk –
a) Local Council Awards Scheme application – RESOLVED to approve the additional policies and other documents required for the submission.
b) Standing Orders, Financial Regulations, Direct Debits/Standing Orders and Policies – RESOLVED i) that no amendments be made to the current policies, Standing Orders or Financial Regulations ii) that the direct debits and standing order payments be approved.
c) DCC Consultation documents – Cycling Plan, Community Transport (Shopping Buses), Public Rights of Way Review, 20mph speed limits on residential streets – RESOLVED to note that Councillors were given the opportunity to respond to the documents on-line.
d) Play scheme – RESOLVED to note the report on the play scheme held over the school summer holidays and, should funding not be provided by EBC, the costs for a play scheme in 2016 (approx £1200) will be met by the PC. The Clerk was thanked for organising all the summer activities in the village.
e) DCC/Environment Agency Flood Warden Workshop – RESOLVED to note that there will be no attendance by the Parish Council at this event.
f) Request to carry out metal detecting on Parish Council land – RESOLVED to refuse the request.
g) Insurance Review – RESOLVED that the proposed sums insured are adequate and to extend the long term agreement to September 2018.
h) EBC- Planning Training event 29/10/15 – RESOLVED that Councillors Wilson, Alexander and Orchard attend and Cllr Price be asked if she wishes to attend.
i) DCC- Town/Parish Council Snow warden scheme – RESOLVED that the Parish Council should continue to provide information as part of the scheme.

i)Training – confirmed attendance at DALC Training courses. ii) Request for views –RESOLVED the response to the following questions;
‘’Are we delivering – what are we doing well?” – the provision of training courses has been well received by both the Councillors and Clerk. Assistance with the application for the Local council Award Scheme is appreciated.
“What can we do for you in the future?” – be prepared to give guidance on new legislation and potential changes in funding.
