MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 8 MARCH 2016 AT 7.30PM

028/16. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillors J Price, M Alexander and C Withey and PCSO K Pykett
029/16. Variation of Order of Business – it was agreed that Planning Application ERE/216/0053 be added to the agenda as an urgent response was required by EBC.
030/16. Declaration of Members Interests – Councillor Fletcher declared an interest in Minute 036/16 d) as she is a Member of Draycott in Bloom which is part of the Draycott Village Fund. Councillor Fletcher remained in the meeting but took no part in the discussions or voting.
031/16. Dispensations – none.
032/16. Public Speaking – PCSO Pykett – had provided written information on 6 crimes since the last meeting.
Derbyshire County Council – Cllr Parkinson had provided a written report.
Erewash Borough Council – Cllr Clare reported on Borough matters.
Councillor McCandless reported on his attendance at the EBC Community Forum.
Councillor Clare reported on her and Cllrs Alexander and Withey’s attendance a DALC training course.
033/16.Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 9 February and 8 March 2016.
034/16 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – No items were deemed confidential.
035/16 Chairman’s Announcements. – the Chairman thanked Councillors for delivering the newsletters and reported that the final results of the Tesco grant application were expected mid-March.
036/16. Report of the Parish Clerk –
a) Risk Management plan/assessments 2016 – RESOLVED to approve the documents.
b) Annual Parish Meeting – 5 April 2016 – RESOLVED the arrangements for the meeting.
c) DCC – Highways Asset Infrastructure Management Strategy – RESOLVED to make no response to the questionnaire.
d) Draycott Village Fund – request to use the Playing Fields/Draycott Millennium Green for a village picnic – 12 June 2016 (Queen’s birthday celebrations) – RESOLVED to grant permission.
e) Community group meeting – projects to mark the Centenary of the 1st World War – RESOLVED to note the report from Councillor Alexander
f) Christmas Illuminations Working Group – RESOLVED to note the report from the Working Group (Cllr Selwood)
g) Football Teams – 2016/17 – RESOLVED i) that the fee for senior matches remain at £50 per match. ii) should Lovell FC decide to discontinue using the playing fields the pitch be used for youth matches only and further arrangements be discussed at the next meeting.
h) DALC Subscription 2016/17 – RESOLVED to continue with the subscription at the basic level.
i) EBC – Rural Communities Fund – RESOLVED to discuss with the 1st Draycott and Wilne Scout Group a potential refurbishment project for the Leisure Green.
j) DCC- Buses Consultation – RESOLVED to make no response to the questionnaire but to encourage Councillors to respond individually.
k) DCC – improvements to verge on Hopwell Road – RESOLVED to note the report.
l) Christmas lights switch-on 2016 – RESOLVED i) that the Christmas lights switch-on be held on the 6 December 2016 (the first Tuesday in December as is the traditional date). ii) that the Draycott Village Fund be informed and provided with an opportunity to provide any reasons as to why the date should be changed .
